If I were new to the city and I read the article "Septa: Man's death not dispatcher's fault", I wouldn't think any negative thoughts about Philadelphia because I believe that it wasn't the driver's fault. The article states that the man died from drug intoxication and heart disease so therefore, it couldn't have been he driver's fault. Also, the article said that Leonard Sedden merely appeared to be asleep and that there was no evidence at the time that he needed urgent care.
